Engr. Rolando Martinez is the Director IV for Space Industry, Strategic Business Development, and Business Development (SISBDB) at the Philippine Space Agency (PhilSA). In this role, he collaborates with the Director General and the Deputy Director General for Space Operations and Industry to drive the growth of a robust and competitive local space industry.

He leads initiatives that promote industry development, investment, and innovation, while building strategic partnerships across government, academia, and the private sector. His office also supports the security sector by advancing capabilities in Space Science and Technology Applications (SSTA) for national security and development.

With a strong focus on policy, commercialization, and capacity-building, Engr. Martinez plays a key role in shaping the country’s space economy.

Before joining PhilSA, he served as Vice President at a technology firm, with a career spanning manufacturing, electronic product design, software development, and executive leadership. He began as an integrated circuit designer, leading Filipino engineers in designing custom chips in the 1990s.

He holds a BS in Electrical Engineering (magna cum laude) and an MBA, both from UP Diliman.
