Noelle Riza D. Castillo is a lawyer and is Director of the Space Policy and International Cooperation Bureau of the Philippine Space Agency.  Under her bureau are the divisions that handle space policy, legal affairs, legislative liaison, and international cooperation matters for PhilSA. She represents the Philippines in the UN Committee of Peaceful Uses of Outer Space, participated as an active delegate in the Open Ended Working Group on reducing space threats through norms, rules, and principles of responsible behaviour in space,  and was a member of the 2023-2024 UN Group of Governmental Experts on the prevention of arms race in space (GGE PAROS).
